Public Carbon Footprint Tools & Regulatory Resources

A working index of publicly available carbon footprint models, LCA data sources, technical papers, and federal and state regulatory references used regularly in our project work.

Models & Data Sources

Useful Publicly Available Carbon Footprint Tools

Free, publicly accessible models and datasets covering fuels, vehicles, refining, oil extraction, transportation, and supply chain emission factors.

GREET1 by Argonne National Laboratory (2023)

Extraction-through-use-phase fuel transportation model, updated annually by ANL.

GREET2 by Argonne National Laboratory (2023)

Vehicle model containing footprint data for vehicle components, also useful for other applications. Updated annually by ANL.

PRELIM by University of Calgary

The Petroleum Refinery Life Cycle Inventory Model (PRELIM) is a mass- and energy-based process unit-level tool for estimating energy use and GHG emissions associated with processing a variety of crude oils across a range of refinery configurations.

OPGEE by Stanford University

Oil extraction model, the Oil Production Greenhouse Gas Emissions Estimator.

GHGenius by Natural Resources Canada

Transportation model used by Canadian regulatory agencies for project evaluation.

EPA Industry EIO Factors for Supply Chain

Emission factors in kg CO2e per 2021 US dollar for NAICS titles, useful for footprinting services.

EPA Industry EIO Factors for Purchased Goods

Emission factors in kg CO2e per 2018 US dollar for major specific procured items.

NREL LCA Commons

Tabular LCA data for a wide range of materials.

Sea Distances Calculator (SEA-DISTANCES.ORG)

Calculates shipping distances over water.

ANL Marine Tool for Emissions (including GHG) for Voyages

Federal

Useful Federal Regulatory Websites

Electronic Code of Federal Regulations (e-CFR)

Codified regularly as changes are made to regulations.

Federal Register

References to when rules changed in e-CFR footnotes can be located by date here, back to 1994.

Semi-Annual Regulatory Agenda

Lists future regulatory changes being considered and their progress through the promulgation process.

List of Sections Affected

Catalogs what has been changed each month.

Federal Register Docket

Federal Register entries for proposed and final rules have accompanying documents posted here. Search or browse from this location.

National Service Center for Environmental Publications (NSCEP)

Historical documents such as Background Information Documents (BIDs) can be difficult to locate elsewhere; this is an excellent source for old government documents.
