Henry has a master’s degree in civil engineering and a bachelor’s in environmental studies. He has over 35 years consulting and industrial experience in environmental engineering, including air permitting, air compliance, due diligence audits, compliance auditing, and compliance assurance. Henry has industry expertise in petroleum refining, chemical processes, oil & gas production, manufacturing. Currently Henry is a Research Fellow at the Mary Kay O’Connor Process Safety Center at Texas A&M Engineering Experiment Station.

Prior to joining JBE, Henry was the project manager for the largest compliance audit ever conducted at a single facility, involving 50,000 hours of effort from over twenty consulting firms. The facility was a large refinery/petrochemical complex, and the audit addressed all environmental issues. He co-authored design of the audit which involved assembling teams from three different firms spending 2 to 12 months assessing each environmental program. In addition, Henry has expertise in MACT regulations, benzene waste NESHAP, Title V and NSR and PSD permitting. He has provided technical support to defendant counsel in civil and criminal litigation for benzene waste NESHAP issues.
